Executive Summary

DGFT has taken a significant step towards operational implementation of the India–Oman Comprehensive Economic Partnership Agreement (CEPA) by introducing corresponding amendments to the Handbook of Procedures, 2023. 

The amendments insert the India–Oman CEPA into Para 2.88(a) of the HBP, thereby enabling exporters to obtain preferential Certificates of Origin through the existing authorised agency framework. Simultaneously, Appendix 2B has been amended to specify the agencies authorised to issue Certificates of Origin under the Agreement. 

The move establishes the procedural infrastructure necessary for Indian exporters to claim preferential tariff benefits under the CEPA and provides clarity regarding the competent authorities responsible for issuance of origin certification. 

The notification is expected to facilitate smoother utilisation of trade preferences and support expansion of bilateral trade between India and Oman.
